Call for expressions of interest to join DARWIN EU Advisory Board
HMA AND EMA are pleased to invite you to express your interest to joing the DARWIN EU Advisory Board
The mandate of the DARWIN EU advisory board includes one patient/consumer and one healthcare professional representative.
We hereby invite those interested to express interest, together with an outline of activities or experience you and/or your organisation has in the field of real world data & data analysis.
Please send your expressions of interest to us by 5th May 2021.
The Phase II report of the HMA-EMA joint Big Data Task Force outlines ten priority recommendations to evolve data-driven regulation, facilitating the development, authorisation and supervision of medicines.
The first of these recommendations is to put in place the capability to enable access to, and analysis of healthcare data from across the EU to support regulatory decision-making on medicines.
This capability is termed the Data Analysis and Real-World Interrogation Network – DARWIN EU. It will:
- Establish the DARWIN EU Coordination Center and related contractual services as well as connectivity to the European Health Data Space
- Conduct scientific studies to research questions supporting regulatory decision-making by the EMA scientific committees and the broader EU Medicines Regulatory Network;
- Maintain a catalogue of Real-World Data sources for use in the regulatory context and their metadata.
The focus of DARWIN EU will be on Real World Data (RWD)[1] including electronic health records and health insurance data (data from primary, secondary and/or hospital care).
Further information on the DARWIN EU regulatory use cases can be found in Annex I.
DARWIN EU Advisory Board
The mandate of the DARWIN EU Advisory Board was adopted by the Heads of Medicines Agencies and the EMA Management Board in March 2021 (attached). In brief, it will:
- Provide strategic advice and recommendations to the project team on the establishment of the DARWIN EU capability and its use of the European Health Data Space;
- Ensure continued coordination and alignment of the project with relevant European initiatives and policy as well as Member state initiatives; and
- Support two-way communication on DARWIN EU with the EU Regulatory Network, stakeholders and the European Health Data Space.
The Board will meet bi-monthly and we anticipate its meetings to last approximately 90-minutes. In addition, members will likely wish to prepare and may sometimes want to consult colleagues.
The first Advisory Board meeting is expected to take place in May 2021.
Kind regards,
Public and Stakeholders Engagement Department
Stakeholders and Communication Division
European Medicines Agency
[1] The RWD definition adopted by the EMA is 'routinely collected data relating to patient health status or the delivery of health care from a variety of sources other than traditional clinical trials'. This includes data from registries, claims, social media, M-health and electronic health records

EMA - Call for expression of interest for representatives in EMA's COVID-19 taskforce
EMA has established a taskforce on COVID-19 (ETF) to ensure that all COVID 19-related challenges are handled in the most efficient manner possible. The key aim of the taskforce is to support the Agency’s business continuity following the outbreak of COVID-19.
Since its inception the ETF has taken a leading role in providing advice to companies developing medicines and vaccines for COVID-19, evaluating data on medicines used for COVID-19 and supporting EMA’s human medicines committee (CHMP) in its evaluations. The EFT has also carried assessment underpinning EMA advice to the public.
It is clear that in this crisis context, engagement with patients and healthcare professionals is more important than ever, and for this reason EMA would like to appoint one patient/consumer representative and one healthcare professional representative to actively participate in ETF meetings. The representatives would provide input and bring views from the communities they represent on specific aspects of ETF work during the pandemic while also helping to disseminate vital public health messages to increase transparency, awareness and understanding of COVID-19 regulatory activities.
In terms of expected timing and workload, the task force usually has two 2-hour long meetings per week – one for vaccines and one for therapeutics. However as a starting point, both representatives would only attend selected ETF meetings (or part of a meeting) where it is expected that their input would be most relevant and valuable. This format will be monitored and adjusted as needed, based on experience. EMA colleagues will fully support their participation.
One representative and one alternate will be selected according to the following criteria:
· Be a member of an EMA eligible organisation;
· Be familiar with drug development, regulatory processes and the legal Community framework affecting medicines;
· Ideally have knowledge or experience in the area of vaccines, infectious diseases, internal medicine, primary care, respiratory diseases or intensive care.
· Have the capacity to participate and contribute to ETF activities
· Have a valid DOI and confidentiality undertaking, assessed to the level of committee member (can be done after appointment)
We welcome expressions of interest, together with a brief motivation outlining relevant experience in relation to COVID-19, by 24 July 2020, by email to the following address: public-engagement(at)ema.europa.eu
EMA - Call for expression of interest for nomination of experts to participate in a virtual meeting on “Artificial intelligence in clinical trials – ensuring it is fit for purpose” (22 September 2020)
The EMA Inspections Office together with the Good Clinical Practice Inspectors Working Group (GCP-IWG) is seeking to identify patients and healthcare professional experts who could share their experience with the use of artificial intelligence (AI) in the medical field, particularly to discuss practical use cases and challenges validating AI tools.
The meeting will take place on 22nd September between 14:30 – 19:15 (CET). This date overlaps with the PCWP/HCPWP session on Pregnancy and lactation, however, we hope you can suggest alternative experts who can join.
Some of the topics to be covered during the meeting include:
· Summary status of current and immediate future use of AI in clinical trials
· Use cases for the use of AI in clinical trials
· The validation of AI in clinical research and other related fields
· Risk assessment and considerations
· AI and “fit for purpose”
· Perceived challenges by regulators and industry
For that purpose, we are now launching a call for expressions of interest to identify potential candidates and a decision will then be made by the Agency’s Inspections Office together with members of the GCP-IWG.
Experts interested in joining the meeting are kindly asked to send us a short (no more than 150 words) CV indicating their expertise on the topics discussed. This is to ensure we can also cope with the limitations on number of participants imposed by the Adobe Connect virtual room capacity.
Please send your expression of interest, together with your motivation to public-engagement(at)ema.europa.eu by Friday, 24 July 2020.
